Foreign diplomats owe over £118.5m in unpaid Congestion Charge Zone (CCZ) fees, according to Transport for London (TfL). Embassies also owe £1.4m in parking-related penalty charge notices (PCNs).
The embassies cite the 1961 Vienna Convention on Diplomatic Relations which states that diplomats are immune from paying taxes in their host country. However, TfL insists the charges are not taxes but a fee for services.
