The cost of local authority bus tenders is rising at about 2% per annum ahead of general inflation, according to research for the DfT. Consultant Atkins says the increase appears to be the result of operating cost increases in recent years. There is little evidence to support the notion that prices are rising because of less competition from operators for tenders, it adds.
