Levelling up funding is ‘bypassing’ the strategic aims of devolved governments

The UK Government’s allocation of Levelling Up Fund money to transport and other schemes in Scotland and Wales has been criticised for bypassing devolution. Some of the transport schemes could even be blocked by Scottish ministers.
