A petition is calling for Cheltenham Borough Council to take a car park to be taken off the market.
The Idsall Drive car park in Prestbury has 10 short-stay spaces.
The council says the site is underused and currently costs the taxpayer around £4,000 a year to operate so has decided to put car park up for sale.
Opponents want the proposed sale to be debated at a council meeting on 18 March.
Conservative Party councillor Stephan Fifield opposes the sale.
