Concerns at the need for greater scrutiny over public expenditure are set out in an annual review by the Chair of the Commons Public Accounts Committee Dame Meg Hillier. She highlights waste, a lack of adaptability, vand cultures which discourage whistle-blowing, suggesting there is a role for pre-project scrutiny - akin to pre-legislative scrutiny.
