On 24 April, LTT printed a Viewpoint by transport economist Gabriel Roth, who expressed his view that Cambridge’s drivers should accept a voluntary road-pricing scheme in order to cut traffic congestion.

Roth’s proposal was for drivers to be given the choice to participate or not but would a voluntary system overcome public opposition? Here there are certainly parallels to be drawn with the ‘pay-as-you-drive’ insurance scheme that until last year was offered by insurance...
