The Sunday Express on 23 September and Metro on 25 September both gave the musings of transport minister Norman Baker front page coverage

The views of transport minister Norman Baker received a large amount of publicity in the run-up to the Liberal Democrats’ annual party conference in late September. Indeed, his view that some form of pay-to-drive road pricing in the UK is, allegedly, “inevitable”, made the front page of The Sunday Express on 23 September.
