Barry Francis, formerly assistant director for parking services at the London Borough of Ealing, has joined outsourcing service provider NSL as a regional account director. Francis will oversee the management and development of NSL contracts including the London boroughs of Hammersmith & Fulham, Wandsworth and Camden, and the Royal Borough of Kensington & Chelsea, as well as London Councils and Royal Parks.
