Thurrock Council is to explore the feasibility and benefits of introducing a clean air zone (CAZ).
Traffic is a major contributor to air quality problems in Thurrock, which lies on the north side of the Thames estuary, east of London.
The council has declared 18 Air Quality Management Areas but plans to revoke eight of these this year.
