Legislation to reform the railways, outlined in the Williams-Shapps Plan for Rail, may not have been passed by April 2024, the Office or Rail and Road (ORR) believes.
The plan, published in May, was the fruit of a three-year rail review, commissioned after the problems with the May 2018 timetable change (LTT 31 May). It said that work to deliver improvements for passengers and bring in interim arrangements would start immediately.
