The air quality agenda and chronic traffic congestion in the UK’s urban centres have pushed traffic and parking management up the policy agenda at both a national and local government level. A number of UK councils are now giving serious consideration to introducing Workplace Parking Levy (WPL schemes). In parallel, towns and cities are developing an array of low emission zones imposing a range of restrictions on different classes of vehicle.

The day will feature:

• A focus on Nottingham’s Workplace Parking Levy - how it works, policy aims, lessons learned and its lasting impact.

• An overview of other WPL schemes that are planned

• A review of Clean Air Zone and other air quality management schemes around the UK

• A look at the role of local air quality management projects.

Nottingham City Council will be showcasing a selection of electric fleet vehicles on Old Market Square,  Including cars, vans, a sweeper, cage tipper and refuse collection vehicle. EV experts from the Council will be on hand to answer any questions you may have. The vehicles will be removed at 10am so this is the only opportunity for delegates to view them, including the WPL ANPR vehicle.

Session 1: Clearer roads, cleaner air

Poor air quality and chronic traffic congestion in the UK’s urban centres has pushed traffic and parking management up the policy agenda at both a national and local government level. A number of UK councils have given serious consideration to introducing a Workplace Parking Levy (WPL schemes) – commissioning studies and preparing public consultations.

In parallel, many towns and cities will have to implement measures to mitigate the impact of vehicle emissions on air quality in urban areas. The need for action will lead to the creation of Clean Air Zones (CAZs). There are different types of CAZs, with some being charging schemes, while others will be non-charging, relying on traffic management and transport measures to reduce air pollution.

This session will look at the national picture on WPL and CAZs. It will also consider their interplay with a range of other schemes and measures, such as anti-idling actions, that encourage, enforce and finance better travel choices in town and city centres.

Session 2: Delivering a WPL scheme

The WPL concept is a local traffic management approach enabled in England under the Transport Act 2000. It involves local authorities collecting an annual fee from organisations for private non-residential parking spaces. The fees raised by a WPL must be used to finance improved local transport services, infrastructure and public realm. An added benefit can be a reduction in car traffic as organisations rationalise and reduce parking provision over time.

Nottingham City Council is the first, and so far only, UK local authority to launch a WPL scheme. After initial opposition from the business community, the scheme is widely regarded as having been a success in terms of stakeholder engagement, operation and revenue raising. Recent empirical studies have proven that it has reduced congestion growth by 47%. The Nottingham scheme has won a number of awards and is cited by many leading organisations as a proven way to tackle air quality and congestion.

Session 3: Delivering, managing and enforcing a clean air scheme

A raft of air quality management schemes are being introduced the UK, including pioneering CAZs in Bath and the Ultra Low Emission Zone (ULEZ) in London. This session will see an expert panel help towns and cities plan, implement and manage low emission schemes.

Loading Bay

Exhibitors must unload / load at the side of the Council House, near the Information Centre. 

The bay is only accessible from 16:30 on Wednesday 20th October and from 08:30 - 10:00 on Thursday 21st October.

All vehicles must leave the loading bay once they've loaded / unloaded.

There is no car parking on site, The nearest car park is located on Fletcher Gate which is a short walk to the venue.
