The Conservative Party know a thing or two about having an image problem. Over the past decade they have gone from being the unelectable “nasty party” to government, albeit in a coalition with their Liberal Democrat partners. So when a senior Tory observes that buses have an image problem, perhaps we should listen.

The observation is one of the first, and the few, that Philip Hammond has made about buses during this time as secretary of state for transport. But is he right?
