Calderdale Council has admitted that more than 7,000 penalty charge notices have been wrongly issued due to incorrectly worded traffic regulation orders.
The invalid TROs for Halifax and Skircoat were drawn up in 2008 by a staff member who is no longer with the council, said council leader Stephen Baines.
