Images of what appears to be an over-zealous civil enforcement officer issuing a parking fine to a wheelbarrow in the centre of Leeds are a hoax, according to the city council.
The pictures were originally posted on Twitter by @Geezajay2013, who tweeted: “Leeds City Council putting a parking ticket on a wheel barrow”.
