Virgin Trains Ltd has applied to the Office of Rail and Road (ORR) for permission to launch an open access rail service between London Euston and
Liverpool from 2021.
Virgin Rail Group and Stagecoach currently run the West Coast franchise under the trading name Virgin Trains but they were recently disqualified from bidding for the West Coast Partnership franchise that commences in March next year. The DfT is due to announce the successful bid this month.
