Will Regional Development Agencies make a good job of delivering regional transport policy?

There is wide support for the idea of a regional strategy that brings together all actions that "? affect the nature of places" (as per Planning Policy Statement 11). Regional Assemblies, infrastructure providers, businesses and developers all see the value to their sectional interest of being able to rely on a spatial context with wider sign-up. Regional Spatial Strategies (RSSs) therefore ought to be an idea whose time has come.
