The Office of Fair Trading has rejected calls from MEP Jonathan Evans for NCP to be probed over car park tariff increases in Cardiff.
OFT chief executive John Fingleton said there was not enough evidence to justify a formal investigation into how NCP runs its business.
In the wake of the decision, Welsh Conservative MEP Evans said he intended to provide the OFT with the evidence it required.
