The reported disappointment in Scotland about outcomes from spending on cycling is unfortunate but no surprise. In a society entrenched with high car ownership and infrastructure to match, investment in cycling requires a phased, targeted approach, with timescales of perhaps ten or 20 years. It also requires a somewhat canny approach to the way highway infrastructure is funded and programmed.
