The cause of traffic growth trend is irrelevant for policy

There could be various reasons why road traffic has not grown as expected in recent years, and it is interesting to speculate about them. But for policy-making, does it really matter which explanation is correct?

Of course, if demand for car travel is now saturated, the case for a general increase in road capacity breaks down. But even if we are experiencing only a blip, so that growth would soon be resumed under business-as-usual assumptions, that does not make the case for roadbuilding....
