The coalition Government has not given councils enough budgetary flexibility needed to make significant efficiency savings, according to the Local Government Association.
The LGA said that it was welcome that ministers had removed ring-fencing from grants totalling £7bn a year to give councils greater flexibility over how funding is spent locally. A total of £4bn in grants from across Whitehall will be rolled into the local government formula grant.
