Drivers must be induced to drive at slower speeds

Paul Hemingway is quite right when he says that appropriate speed is fundamental to driving safely and also that the appropriate speed does not necessarily relate to the posted limit. He is also right in saying that the responsible driver drives according to the conditions.

But the responsible driver, safe in his high-tech machine, is not best placed to judge the effect of his speed on other road users. In a high-speed environment pedestrians are not only more likely to be killed in a collision...
