The inference of Ray Bentley’s letter regarding falling tender prices for bus services is that bus operators make a large profit on tenders.

Over the last two years tender prices will have benefited from a falling oil price, reversed dramatically in the last six months, and rising numbers of passengers using the OAP national free travel scheme, as tendered services tend to have a higher percentage of OAP’s than commercial services.
