Guardrail removal to blame for pedestrian casualty rise

Transport for London has a problem. Proposing to extend its guardrail removal programme by 12km, it states that the retention of guardrails “should be based solely on maintaining or improving safety”. But how can that be determined?  TfL still does not know the effect on safety of the 63km removed by the programme between autumn 2008 and summer 2010, without which knowledge further removal would be rather imprudent.
