When the local enterprise partnerships (LEPs) were established, the Government said it did not want them to wait for Whitehall in order to influence transport policy.

Philip Hammond has spoken of formally devolving the Department’s major schemes budget to the LEPs, but this would not be until the next Spending Review period. However, the White Paper on sub-national economic growth said last autumn that LEPs “can immediately begin to demonstrate their influence” on transport...
