Weak strategic case for upgrading lines

Increasing capacity on the southern end of the West Coast Main Line by  lengthening trains and improving infrastructure would have a much higher benefit:cost ratio than building a high-speed line, the DfT and Network Rail admit. But they say the approach would also fail to resolve capacity issues.
