The European Commission has outlined plans to promote distance-based – rather than time-based – charges for lorries and coaches as a possible first step to road pricing for all vehicles across Europe.
The Commission plans to come forward with a legislative initiative in 2013 to “promote a more systematic use of distance related road charging reflecting infrastructure and external costs based on the polluter-pays and user-pays principles”.
