Change the default urban speed limit to 20mph

You report that transport minister Norman Baker is encouraging more local councils to introduce 20mph zones in residential areas (‘City cycling commissioners a good idea, says Baker’ LTT 2 Mar).

It is just as important to have low speeds in shopping streets as in residential areas; after all, the ideal shopping environment is a pedestrian precinct.

Most streets in towns are residential, shopping or a mixture of the two. The default urban speed limit should therefore be changed...
