Opponents of the Government’s high-speed rail plans have seized on data showing that Virgin Trains services leaving Euston in the evening peak hours had an average occupancy of just 52% in 2011.
The figure was released by the DfT during this month’s High Court hearings of five Judicial Reviews into the Government’s decision to press ahead with high-speed rail.
