Malcolm Bulpitt (Viewpoint, LTT 21 Dec 11) rightly expresses concern about the impacts of the shortage of “intelligent clients” in local authorities. But, as the Transport Planning Society found in research for its Adapting to change report published in June 2012 (www.tps.org.uk/files/Main/news/Adapting%20to%20chage%202012.pdf ), even when there is intelligence within the client, its use is precluded by the way in which many public agencies choose to procure transport planning...
