Ministers are pledging to shake-up local authority parking practices in England in an effort to boost high street economies and cut what they see as council profiteering.

Tory communities and local government secretary Eric Pickles Pickles is spearheading the plans. But his reported suggestion that councils should give motorists a 15-minute grace period for parking on double yellow lines has been branded unworkable by Liberal Democrat local transport minister Norman Baker.
