Ministers always worry me when they talk of double yellow lines as Norman Baker, the Liberal Democrat local transport minister, does in rebuking Eric Pickles’ idea for 15 minutes delay before issuing tickets (‘Parking rules reviewed as Baker rubbishes yellow lines waiver’ LTT 09 Aug).
