Traffic debate heads North

Surrey led the way 20 years ago in re-evaluating the relationship between road building and traffic growth. But where does that discussion now have most currency?

History repeats itself, they say, though never exactly and always with some quirk or unexpected feature that can lead the unwary to make fools of themselves. One version has it, the first time as tragedy, the second time as farce, but I'd say the first time as excitement, the second time as frustration, or perhaps the first time in naïve optimism and the second time in experienced confidence. 

Anyway I was reminded of this talking about the egregious errors of road traffic forecasting...
