It is 20 years since the Government’s Planning Policy Guidance 13 on transport wrote the obituary to ‘predict and provide’ but there is still no agreement upon what the alternative might be. Transport minister Robert Goodwill recently wrote to LTT (20 Mar) to state explicitly that road policy is not to return to predict and provide, so at least transport planning knows one thing it is NOT going to do.
