Liverpool City Council is to procure a car hire provider to supply leased low emission cars to employees. Under the salary sacrifice scheme, employees will pay for the car from their gross salary. Although the car is treated as a benefit in kind tax liability, this is more than offset by the employee’s savings on income tax and national insurance. The city council saves money on national insurance, and a reduced mileage rate compared to if an employee used their own car for work journeys....
