Halton Borough Council has said it will not refund toll fees paid by users of the new Mersey Gateway river crossing.
A review hearing earlier this year upheld a Traffic Penalty Tribunal decision that five motorists were not liable to pay the toll or charge for using the road bridge, which opened in October 2017.
