Revising the history of ‘Predict and Provide’ – discredited but not dead

In my chapter of Iain Docherty and Jon Shaw’s new book, Transport Matters, I gave an account of the lifetime of ‘Predict and Provide’ from 1958 to 1994. The dates were chosen because 1958 was the publication of an important paper in the Institution of Civil Engineers journal, by Glanville and Smeed, the first of a long research programme by RRL, the Government’s Road Research Laboratory.
