transport scotland estimates that Covid-19 has imposed additional costs of £250m on the taxpayer for the operating the ScotRail and Caledonian Sleeper franchises during the initial six month emergency measures agreements (EMAs).
Transport Scotland introduced the EMAs for the two franchises in March, with the Government taking the revenue risk.
