As the consultant project manager working with the East Midlands in preparing its Regional Funding Allocation 2 advice, I found Bettina Lange’s Viewpoint piece (LTT 27 Feb) very interesting. I share her view that funding for RFA3 options may be constrained in the future but not as a result of cost over-runs from RFA2 as she predicts. Many regions have struggled to spend their allocations to date and both the Highways Agency and local authorities are getting better at estimating costs....
