Cathryn Ross has joined the office of Rail Regulator (ORR) as executive director of railway markets and economics. Ross currently holds a board-level position at water regulator Ofwat, and is an experienced economist who has worked in a number of different sectors advising both private and public sector bodies on economic, regulatory and competition issues.
