A66 Northern Trans-Pennine review questions value for money as BCR falls

The latest DfT internal review of the A66 Northern Trans-Pennine National Highways road project has warned that it currently represents poor value for money.

The accounting officer assessment of the major project by permanent secretary Bernadette Kelly, dated August, has just been released by the DfT.

It says that at the end of stage three, the updated adjusted benefit cost ratio (BCR) is at 0.90, resulting in poor value for money (VfM).
