The Government’s Open Public Services White Paper sets out plans to give a new impetus to transforming the way highways and transport services are delivered.

Local highways and transport services in England are in line for a further shake-up under proposals in the Open Public Services White Paper published this month.

The White Paper’s objectives are to break down barriers to a diverse range of providers delivering public services and to promote local authorities becoming commissioners of the full range of services, rather than providing them.
