‘Megaphone man’ put on Cornwall’s cautionary list

Cornwall Council has branded a Liskeard barber a safety risk after he warned motorists about civil enforcement officers (CEOs) by using a megaphone. The council has put Andy Blackwall (pictured) on a “cautionary list” of people they see as a threat to their workers’ health and safety.
