Over the last few weeks HS2 has been taking heavy fire, and not just from NIMBYs. Reports suggest that Labour will want to look critically at regional economic benefits relative to costs (‘Labour could wreck HS2, warns PM’, LTT 1 Nov). But costs relative to benefits is exactly what economic appraisal is supposed to do, and a string of those over the last year, from official and semi-official sources, seem to show a healthy surplus.
