The treatment of time savings in transport appraisal  favours urban over inter-urban projects, according to researchers.

The DfT and Transport Scotland currently use an ‘equity’ value of time for non-work trips  irrespective of travellers’ income levels or distance travelled (different values apply to ‘commuting’ and ‘other non-work purposes’).
