Transport secretary Chris Grayling this week set out his thinking on transport devolution outside London, saying the creation of sub-national transport bodies (STBs) would not be essential for all areas.

The remarks came as councils in the South East of England confirmed plans to set up a shadow STB, to be known as Transport for the South East (TfSE).

Grayling outlined his “pragmatic” approach to transport devolution in a speech to the County Councils Network.
