The London Borough of Newham is to become the latest London borough to introduce emissions-based parking permit charges linked to a vehicle’s carbon dioxide emissions. The borough has, however, ruled out a diesel surcharge for the time being, “due to the high proportion of lower income groups that own diesel vehicles”.
