Transport secretary Mark Harper confirmed that the UK Government is committed to introducing Great British Railways in his George Bradshaw Address on 7 February, but did not give any clues to when the new organisation will come into operation.

The Railway Industry Association welcomed the clarity Harper had provided. However, his achievement was predominantly to restore the degree of clarity which had previously existed, before Grant Shapps was replaced as transport secretary.
