Higgins pledges Network Rail culture change

Network Rail’s new chief executive David Higgins has announced his intention to begin a far reaching culture change programme at the nation’s railway infrastructure operator. On his first day in the job Higgins directly addressed longstanding criticisms of the company’s ‘production-led’ approach and lack of attention to operators’ and passengers’ requirements.
