Higgins agrees case for Network Rail reform

Network Rail’s new chief executive David Higgins has announced that the company is to devolve powers from London to its regional offices. The aim is to enable Network Rail to make quicker local decisions which are more focused on the needs of train operators and passengers rather than Network Rail’s corporate requirements, and to work collaboratively with operators.
