Asda accused of breaching planning by offering free parking in Chorley

Chorley Council has accused the retailer Asda of breaching a planning agreement by allowing customers to park free of charge at a town centre store. The store opened in October but has not yet introduced charging. Pay & display machines have been installed but remain covered up and marked ‘out of order’.
